McElroy at KM World 2004 in Santa Clara, CA.  It discusses the more practical aspects of setting up KM functions in organizations, and puts forward the view that what gets 'operationalized' in KM methodologies are KM strategies.  Also addressed are the nuts and bolts of KM functions, such as staffing, methods, tools, techniques, positioning, and budgetary issues.
